Argued: April 29, 1998 Appeal from judgment of the United States District Court for the Southern District of New York (Miriam Goldman Cedarbaum, Judge) denying plaintiffs' motion for a temporary restraining order and preliminary injunction to stay the enforcement of an amendment to the Zoning Resolution of the City of New York that regulates the zoning of ""adult establishment[s]."" The district court concluded that plaintiffs were collaterally estopped from relitigating in federal court the same issues that were decided against them in the prior litigation of their state constitutional claims in state court. Affirmed.
